We are seeking an experienced Transport Planning Officer to support a busy sustainable transport team in Kent.

Key Responsibilities:

  • Assess highway and transport aspects of planning applications and development proposals.
  • Provide clear written and verbal advice to Planning Committee Members.
  • Contribute to all planning stages, including pre-application advice, appeals, discharge of conditions, and Section 106 obligations.
  • Support transition from planning approval to Section 38/278 agreements.
  • Manage specialist consultants maintaining the strategic transport model and support its internal and external use.
  • Ensure compliance with relevant policies, legal, financial, and service requirements.

Qualifications & Experience

  • Degree (or equivalent) in a relevant discipline.
  • Strong knowledge of national transport/highway policy, planning processes, and Highway Authority responsibilities.
  • Extensive experience assessing transport impacts of developments and producing committee reports.
  • Understanding of transport modelling, Transport Assessments, Travel Plans, and highway design/adoption processes.
  • Proven project management skills, including risk, budget, and contractor management.
  • Excellent analytical, negotiation, communication, and stakeholder engagement skills.
  • Ability to manage complex workloads, influence stakeholders (including elected Members), and work effectively across teams.
