We are seeking an enthusiastic and motivated Transport Policy Officer to support the development and delivery of a Local Implementation Plan (LIP) through a range of active travel initiatives. This role will involve network assessment, stakeholder engagement, data collection, scheme development, and project support to help improve walking, wheeling, and cycling infrastructure.

Responsibilities:

  • Carry out audits and assessments of existing walking, wheeling, and cycling routes.  
  • Collect, record, and analyse data including photographs, route audits, traffic counts, and mapping information.
  • Identify barriers, deficiencies, and opportunities within the active travel network and recommend practical improvements.
  • Support the development of proposals for new active travel routes and infrastructure schemes.
  • Ensure schemes and proposals align with relevant national and regional guidance, including LTN 1/20 and GM Streets for All.
  • Assist with the review of funding requirements and support compliance with programme objectives.
  • Support engagement and consultation activities with Ward Councillors, community groups, stakeholders, and partner organisations.
  • Prepare clear reports, maps, presentations, and supporting documentation to inform decision-making.
  • Assist in the development of local road safety and vision zero initiatives.
  • Assess and help define cycle parking requirements and opportunities across the borough.
  • Undertake reviews of barriers and accessibility issues on existing active travel routes.
  • Provide local evidence, data, and technical support to senior officers and consultants.
  • Contribute to the development of early-stage business cases, including Strategic Outline Business Cases (SOBCs)
  • Support the delivery of sustainable transport and place-making objectives across Bolton.

Essential Requirements
• Minimum 10 years’ site-based civil engineering experience, including at least 5 years as a Clerk of Works.
• Qualified Clerk of Works / Civil Engineering Inspector.
• Strong knowledge of Specification for Highway Works (SHW), Manual of Contract Documents for Highway Works (MCHW), and Design Manual for Roads and Bridges (DMRB).
• Detailed understanding of relevant legislation including CDM Regulations 2015 and Health & Safety regulations.
• Experience working with NEC4 Engineering & Construction Contract (ECC) and strong commercial awareness.
• Proven ability to work independently and make decisions in a high-pressure site environment.
• Experience inspecting highways works, including developer-led schemes (S38/S278).
• Excellent communication and stakeholder management skills.
• Full UK driving licence.
