We are seeking an experienced Traffic Engineer to support the development and delivery of traffic management initiatives across Greater Manchester. The successful candidate will be responsible for managing the preparation and progression of Traffic Regulation Orders (TROs), supporting highway improvement schemes, and ensuring statutory processes are completed in accordance with relevant legislation and organisational procedures.
Responsibilities:
- Prepare, draft, and manage Traffic Regulation Orders (TROs), including parking restrictions, waiting restrictions, speed limits, and other traffic management measures.
- Manage the full TRO process from inception through to implementation, including consultation, statutory advertisement, consideration of objections, and final approval.
- Liaise with legal services, elected members, stakeholders, emergency services, and members of the public throughout the TRO process.
- Prepare technical reports, recommendations, committee reports, and responses to enquiries and objections.
- Support the design, development, and delivery of traffic management, parking, and highway improvement schemes.
- Analyse traffic, parking, and transport data to inform scheme development and decision-making.
- Manage assigned projects to ensure delivery within agreed programmes, budgets, and quality standards.
- Provide technical advice on traffic engineering matters and highway legislation.
- Support the implementation of measures aimed at improving road safety, network efficiency, and sustainable travel.
- Ensure all works and proposals comply with relevant legislation, policies, standards, and best practice guidance.
Essential Requirements:
- Degree, HNC/HND, or equivalent qualification in Civil Engineering, Traffic Engineering, Transportation, Highway Engineering, or a related discipline.
- Demonstrable experience of preparing, managing, and progressing Traffic Regulation Orders (TROs).
- Strong knowledge of highway, traffic management, and road traffic legislation.
- Experience preparing technical reports, recommendations, and consultation responses.
- Excellent written and verbal communication skills with the ability to engage effectively with a range of stakeholders.
- Ability to manage multiple projects, priorities, and deadlines within a fast-paced environment.
- Strong analytical and problem-solving skills with experience interpreting traffic and parking data.
Desirable Requirements:
- Experience working within a local authority highways, transportation, or traffic management environment.
- Experience in the design and delivery of traffic management, parking, or highway improvement schemes.
- Knowledge of parking management, civil parking enforcement, and associated legislation.
- Experience presenting reports and recommendations to elected members or public committees.
- Familiarity with traffic modelling, GIS, or highway design software.
