Traffic Engineer

We are seeking an experienced Traffic Engineer with strong Traffic Regulation Order (TRO) expertise to support a local authority highways programme across Stockport and Lancashire. This is an initial 3-month contract opportunity operating outside IR35, with a mix of office, site, and hybrid working.

The successful candidate will play a key role in the development, coordination, and delivery of traffic and parking schemes, with a particular focus on TRO preparation, consultation, and implementation.

Key Responsibilities

  • Prepare and manage Traffic Regulation Orders (TROs) from inception through to implementation
  • Draft technical reports, statutory notices, consultation documents, and schedules
  • Support the design and delivery of traffic management, parking, and highway improvement schemes
  • Liaise with internal stakeholders, elected members, statutory consultees, and the public
  • Review and respond to objections and representations relating to TROs
  • Conduct site visits and surveys across Greater Manchester and Lancashire as required
  • Ensure schemes comply with current highways legislation, regulations, and local authority standards
  • Coordinate with contractors and delivery teams during implementation phases
  • Maintain accurate project records and programme updates

Essential Experience & Skills

  • Proven experience working as a Traffic Engineer within a UK local authority environment
  • Strong working knowledge of Traffic Regulation Orders (TROs) and associated legislation
  • Experience delivering parking, traffic calming, road safety, or active travel schemes
  • Ability to prepare technical documentation and consultation materials independently
  • Good stakeholder engagement and communication skills
  • Familiarity with relevant legislation including the Road Traffic Regulation Act and Traffic Signs Regulations
  • Competent in AutoCAD and standard highways/traffic engineering software
  • Full UK driving licence and willingness to travel regularly 

Desirable

  • Experience working on active travel or town centre improvement projects
  • Knowledge of parking strategy and enforcement processes
  • Experience within politically sensitive local authority environments
