Opportunity: Section 38/278 Development Control Support Officer

We require the professional services of a Section 38/278 Development Control Support Officer to provide technical and site-based support in relation to new highway works associated with development.
The postholder will need strong experience in Section 38 highway agreements, the ability to interpret highway design drawings and specifications, and familiarity with construction practices within a highways environment.
Responsibilities:
- Reviewing and commenting on Section 38/278 highway design drawings and specifications in accordance with relevant standards.
- Liaising with developers and their consultants to resolve technical queries and secure technical approval.
- Working with the Council’s Legal Services to support the preparation and completion of Section 38 agreements.
- Undertaking site inspections during construction to ensure works are delivered in accordance with approved designs and adoption requirements.
- Liaising with developers’ contractors to address site issues and ensure compliance.
- Providing support on related highways development work as required.
Essential Skills & Experience:
- Experience of Section 38 highway agreements.
- Ability to interpret highway design drawings and specifications.
- Willingness to attend sites across the Lancashire area at short notice.
- Strong communication skills for working with developers, contractors, and internal teams.
