We are seeking a Transport officer to support the development and delivery of a Local Implementation Plan (LIP) through active travel initiatives. The officer will help gather data, undertake surveys and assess the existing network, propose practical improvements, and ensure schemes meet national and regional guidance.
Responsibilities:
- Carry out audits and surveys of existing walking, wheeling, and cycling routes.
- Collect and record data (photographs, counts, mapping).
- Identify barriers or gaps in the network and suggest improvements.
- Assist in preparing ideas for new routes and infrastructure.
- Help review compliance with funding requirements.
- Support consultation with Ward Councillors and community stakeholders.
- Contribute to clear reports, maps, and presentations.
- Support local safety scheme development for Vision Zero.
- Help assess and define cycle parking needs across the borough.
- Undertake reviews and surveys on existing active travel routes.
- Assist senior officers and consultants by providing local data and evidence.
- Input into early-stage business case development (SOBC level).
Essential Requirements
- Degree or equivalent experience in Transport Planning, Geography, Civil Engineering, or a related subject.
- Good knowledge (or willingness to learn) of active travel guidance (e.g. LTN 1/20).
- Ability to carry out field surveys and audits systematically.
- Confident in handling and presenting data (Excel, GIS, mapping tools).
- Strong written and verbal communication skills.
- Ability to work collaboratively with colleagues, councillors, and communities.
Desirable
- Previous experience in local government or transport consultancy.
- Understanding of Vision Zero and road safety principles.
- Experience of supporting business cases or funding bids.
- Knowledge of Greater Manchester’s transport policies and guidance.
This role would suit:
- A junior to mid-level transport/planning officer — someone enthusiastic about sustainable transport and willing to learn.
- Likely someone with 1–3 years’ experience in transport planning, highways, urban design, or a related graduate scheme.
- Someone detail-oriented and proactive, who enjoys both desk-based analysis and site visits.
- A person who can support senior staff by doing the groundwork: collecting evidence, applying guidance, preparing materials, and engaging with local stakeholders.
The Transport officer should be suitably qualified with relevant experience. The role will be based in Lancashire with a hybrid working arrangement.
