We are seeking two Transport Planners to lead on transport policy and strategy for a busy Transportation team in Lancashire.   

Responsibilities:

  • Lead on transport policy and strategy, ensuring developments contribute to placemaking and the delivery of effective transport interventions.
  • Oversee feasibility, business cases and prioritisation to maintain a strong pipeline of projects offering sustainable travel choices.
  • Collaborate with colleagues, regional partners and external organisations to maximise opportunities and deliver outcomes efficiently.
  • Deputise for senior managers and supervise team members and project staff as required.
  • Provide expert input into development proposals, transport assessments and travel planning to secure the best outcomes.
  • Commission and manage consultants delivering transport evidence, feasibility studies, options appraisals and business cases.
  • Support the development and prioritisation of key transport and regeneration programmes, contributing to funding bids of varying scale.
  • Enhance transport modelling and evidence to strengthen proposals and investment cases.
  • Prepare reports and briefings on opportunities, challenges and innovative solutions.
  • Maintain strong engagement with members, stakeholders and residents, securing timely approvals.
  • Ensure effective support and performance of staff and consultants on projects.
  • Promote a corporate, outcome-focused approach across the team.
  • Adhere to GDPR and data management requirements.

Essential Requirements

  • Degree (or equivalent) in transport planning or related discipline, plus membership of a relevant professional body (e.g. CIHT, TPS).
  • Strong understanding of the legal, policy and political framework for transport planning.
  • Skilled in multimodal transport planning, linking schemes to economic, social and environmental goals.
  • Experience in complex scheme development, analysis and appraisal, with strong numeracy and statistical skills.
  • Knowledge of transport planning tools and modelling techniques.
  • Self-motivated with excellent project management, able to deliver complex tasks to tight deadlines.
  • Clear and effective communicator across written, verbal and visual formats.
  • Collaborative approach, working across disciplines and organisational boundaries.
  • Experience of performance management.
  • Full driving licence or ability to travel efficiently to sites across the borough.

The Transport planners should be suitably qualified with relevant experience.
The role will be based in Lancashire with a hybrid working arrangement.
